Once an option was chosen for the project, staff needed to find a way to pay for the project. Based on the feasibility study completed by Wallace Group in 2013 estimated costs were able to be determined. We then looked at the available funding sources, including private funding, water/sewer rate revenue, and grant funding. Through collaboration with the Cachuma Resource Conservation District, the City was able to obtain an existing grant for this project. The grant in the amount of $1,250,000 is being funded through the State Water Resources Control Board Proposition 84 Agricultural Water Quality Grant Program. Because of the Disadvantaged Community (DAC) status of Santa Maria, the City was able to obtain a reduction in the amount of match required for this grant from 25% to 15%. The City is providing match in the form of staff time, dollars spent, and in-kind materials in the amount of $236,629.
